Netoo exists to make village and locality-level communication structured, accessible, and trustworthy. Our platform brings together residents, local officials, farmers, teachers, health workers, and community members — people who know each other and share the same locality. That proximity makes trust essential.
These Community Guidelines reflect our core values:

Be yourself. Use your real identity. Share genuine information. Do not impersonate others or spread false content.

Use Netoo for the benefit of your village or locality. Content should be relevant, constructive, and serve your community's interest.

Respect the privacy of others. Do not share personal information, photographs, or details about someone without their knowledge and consent.
2 Who These Guidelines Apply To
These Community Guidelines apply to everyone who uses Netoo — registered users and guest users alike. They cover all content and interactions on the Platform, including:
- Public posts and broadcast messages in Village Groups
- Announcements posted to your locality
- Private one-to-one messages between Users
- Live video broadcasts
- Profile information, usernames, and designations
- Content shared as attachments (images, audio, video, and documents)
- Premium broadcasts sent by eligible users to a wider administrative area (see Section 3.1)
These Guidelines are incorporated into and form part of our Terms of Service. By using the Platform, you agree to follow them.
Reminder: Justech will notify you at least once every three months that violating these Guidelines may result in account suspension or permanent termination of your account, in accordance with the IT Rules 2021.
3 What You Can Do on Netoo
Netoo is designed for genuine, hyperlocal community communication. Here is what the Platform is for:
- Share local news and updates relevant to your village or gram panchayat — events, road works, power outages, water supply, weather alerts, and so on
- Post announcements to your village group — meetings, festivals, health camps, local elections, panchayat decisions
- Access government schemes and information relevant to your locality, including MGNREGA data, PDS information, and other scheme updates
- Send private messages to your village group members — coordinate, collaborate, and communicate one-to-one
- Broadcast live from community events, panchayat meetings, or any moment worth sharing with your village
- Find and contact other community members, local officials, teachers, doctors, and service providers in your locality
- Express your opinion on matters relevant to your village — constructively and respectfully
3.1 Premium Broadcasts
Some Registered Users may be designated as Premium Users. A Premium User can send a public broadcast message at a wider administrative level than their own Village Group — for example, at the Gram Panchayat level, so that it is visible to all Village Groups within that Gram Panchayat. This applies only to public broadcast messages; any individual User may reply privately to a Premium broadcast, and that private conversation is bound between the two Users only, subject to Section 8 of these Guidelines.
Same rules, wider reach: Everything in these Community Guidelines applies in full to Premium broadcasts. Because a Premium broadcast reaches more villages than an ordinary post, we hold it to the same standard with less tolerance for error — violations by a Premium User may result in the loss of Premium broadcast privileges in addition to the standard consequences in Section 10.
4 What Is Not Allowed
The following categories of content and conduct are prohibited on Netoo. Violations may result in content removal, account suspension, or permanent ban.
4.1 Harassment and Abuse
- Threatening, intimidating, or bullying another User or any person
- Repeatedly contacting a User who has asked you to stop
- Coordinating harassment campaigns against any individual or group
- Posting content designed to humiliate, shame, or degrade a specific person
- Gender-based harassment or sexual harassment of any kind
4.2 Hate Speech and Discrimination
- Content that promotes hatred, violence, or discrimination on the basis of caste, religion, gender, sexual orientation, race, ethnicity, disability, or any other protected characteristic
- Content that dehumanises any person or group
- Slurs, casteist language, or content that incites communal tension or violence
4.3 Misinformation
- Deliberately spreading false information that could cause harm, panic, or communal unrest in the village community
- Sharing fabricated or manipulated content and presenting it as factual
- Spreading health misinformation that could endanger lives
- Sharing fake government notices, fake scheme announcements, or fabricated official communications
4.4 Privacy Violations
- Sharing someone's personal information — including address, phone number, photograph, financial details, or medical information — without their explicit consent
- Sharing non-consensual intimate imagery of any person
- Recording or sharing video, audio, or photographs of individuals in private situations without consent
4.5 Spam and Commercial Misuse
- Sending unsolicited promotional messages, advertisements, or spam to other Users
- Using the Platform for commercial solicitation without the community's consent
- Creating multiple accounts to amplify your own content or to evade a suspension or ban
- Using automated tools or bots to interact with the Platform
4.6 Impersonation and Deception
- Impersonating any person — including government officials, community leaders, Sarpanch, police officers, or Netoo staff
- Creating a misleading username or profile designed to deceive other Users
- Using the Platform to conduct fraud or extract money, goods, or personal information from other Users under false pretences
4.7 Illegal Content
- Any content that violates Indian law, including the IT Act, IPC/BNS, POCSO, or any other applicable legislation
- Content that threatens the unity, integrity, security, or sovereignty of India
- Content that promotes, glorifies, or facilitates terrorist activity or extremism
- Content that incites violence against any person, group, community, or institution
5 Content That Is Immediately Removed
The following categories of content will be removed without warning, and the responsible account may be permanently banned and reported to law enforcement authorities:
Zero Tolerance — Immediate Action:
- Child sexual abuse material (CSAM) or any content that sexualises, exploits, or endangers minors — reported to law enforcement
- Non-consensual intimate imagery of any person — removed within 24 hours of a valid complaint
- Unlawful deepfakes or synthetically generated content — removed within 3 hours of a valid lawful notice
- Direct, credible threats of violence against a specific person or group
- Content inciting imminent communal violence or riots
These categories are treated with zero tolerance. There is no appeal process for accounts permanently banned for these violations.
6 AI & Synthetic Content
In accordance with the IT Rules 2021 as amended in February 2026, the following rules apply to AI-generated or synthetically modified content on Netoo:
- Disclosure: If you share content that has been created or substantially modified using AI tools — including generated images, voice cloning, or video manipulation — you must disclose this to your audience clearly. Presenting synthetic content as real is a violation of these Guidelines.
- Deepfakes are prohibited: Creating or sharing deepfake videos, fabricated audio recordings, or any synthetically generated content that impersonates a real person or misrepresents real events is strictly prohibited.
- Legal consequences: Creating or distributing unlawful synthetic content may attract criminal penalties under the IT Act and other applicable Indian law. Netoo will cooperate fully with law enforcement in such cases.
- Expedited removal: Unlawful synthetic content will be removed within three (3) hours of receiving a valid lawful notice from a competent government authority.
7 Live Broadcasts
Live broadcasts on Netoo are visible to all members of your Village Group in real time, including users browsing without an account. The following rules apply specifically to live broadcasts:
- Duration: Broadcasts are limited to four (4) minutes per session. This is a platform-enforced limit and cannot be extended.
- Content: Everything in these Community Guidelines applies to your live broadcast. Broadcasting prohibited content — including harassment, hate speech, or illegal content — will result in the broadcast being terminated and your account being actioned.
- Privacy of others: Do not broadcast in a way that reveals private information about individuals who have not consented to being filmed. Be mindful of what is visible in your background.
- Real-time only: Live broadcasts are not stored on our platform for any on-demand replay. Once a session ends, it is no longer accessible to any User.
- Termination: Netoo reserves the right to terminate any live broadcast at any time if it violates these Guidelines or applicable law, without prior notice.
8 Private Messages
Private messages on Netoo are between two specific Users and are not visible to the community. However, the following rules still apply:
- All of these Community Guidelines apply to private messages — prohibited content is prohibited whether sent publicly or privately.
- Do not use private messages to harass, threaten, or solicit other Users.
- Do not send unsolicited commercial messages, spam, or chain messages through private messaging.
- Private messages are not end-to-end encrypted. They may be reviewed by Netoo's moderation team in response to a valid report or lawful order. Do not share sensitive financial, medical, or legal information through private messages.
- Private messages expire from both parties' inboxes after 60 days from the date of sending.
- If you receive a message that violates these Guidelines, you can report the sender directly through the in-app report mechanism.
9 Your Safety Controls
Netoo provides you with tools to manage your own experience on the Platform. You can access these controls from any post, message, announcement, or user profile:

Hide a Post
Remove a specific post or message from your personal view. It remains visible to others in the group but you will no longer see it.

Hide All From a User
Stop seeing all posts and messages from a specific user across the Platform. The user is not notified.
🚫
Block a User
Prevent a user from sending you private messages or directly interacting with you. They are not notified. You can unblock at any time.
🚩
Report Content or User
Report a post, announcement, message, or user to our moderation team. You will receive an immediate confirmation. Reports are reviewed promptly.
Your report is confidential. The person you report is never told that you reported them. If you attempt to report the same content twice, the Platform will let you know a report has already been submitted from your account.
10 Consequences of Violations
When a violation of these Guidelines is identified — whether through a User report or our own review — we will take appropriate action. The severity of the action depends on the nature, frequency, and seriousness of the violation.

Where we take action against your content or account, we will endeavour to notify you of the action taken and the reason, unless notification is prohibited by law or court order.
Account Circumvention: Creating a new account to evade a suspension or ban is itself a violation of our Terms of Service and will result in the new account being immediately terminated.
11 How to Report
If you see content or behaviour that violates these Guidelines, please report it. Here is how:
In-App Reporting
Tap the menu icon (⋮) on any post, announcement, private message, feed item, live video session, or user contact and select Report. You will be asked to select a reason for your report. Once submitted, you will receive an on-screen confirmation that your report has been received. Our moderation team will review it.
Reporting a User
You can also report a User directly from their profile in the contact list by selecting Report User. This is appropriate when the issue relates to a pattern of behaviour rather than a single post.
Email the Grievance Officer
For complex complaints that are not easily captured through the in-app mechanism, or for complaints about privacy, data handling, or account issues, you may write directly to our Grievance Officer at:

Please report in good faith. Misusing the report mechanism — for example, repeatedly reporting content you simply disagree with, or using reports to harass another user — is itself a violation of these Guidelines. Frivolous reports will be dismissed.
12 Appeals
If you believe a moderation action taken against your content or account was made in error, you have the right to appeal.
To appeal a moderation decision, write to our Grievance Officer at ashwin.gayatri96@gmail.com with the subject line "Moderation Appeal". Please include:
- Your registered username
- A description of the content or action you are appealing
- The reason you believe the decision was incorrect
- Any supporting context or evidence
We will review your appeal and communicate our decision within fifteen (15) days of receipt. Our decision on appeal is final, except where applicable law provides otherwise.
Please note that there is no appeal process for accounts permanently banned for zero-tolerance violations (Section 5 — CSAM, non-consensual intimate imagery, deepfakes, credible threats of violence).
