These Terms of Service ("Terms") constitute a legally binding agreement between you ("User", "you", or "your") and Justech Computing Private Limited ("Justech", "we", "us", or "our"), a company incorporated under the Companies Act, 2013, with its registered office in Mumbai, Maharashtra, India, governing your access to and use of the Netoo platform — including the Android mobile application (package: in.netoo.app) and the associated web interface at netoo.in (collectively, the "Platform").
By downloading, installing, accessing, browsing, registering on, or using the Platform in any manner, you confirm that you have read, understood, and agree to be bound by these Terms and our Privacy Policy, which is incorporated herein by reference. If you do not agree with any part of these Terms, you must not access or use the Platform.
These Terms apply to all Users of the Platform, including registered Users and those browsing in Guest Mode. Additional terms may apply to specific features or services and will be communicated to you at the point of use.
These Terms constitute an electronic record within the meaning of the Information Technology Act, 2000 and the Information Technology (Electronic Records) Rules, 2000, and do not require physical or digital signatures.
Unless the context otherwise requires, the following terms shall have the meanings set out below:
| "Platform" | The Netoo Android mobile application (package: in.netoo.app), the associated web interface at netoo.in, and all related services operated by Justech. |
| "User" | Any natural person who accesses, browses, installs, registers on, or uses the Platform in any capacity. |
| "Registered User" | A User who has created an account on the Platform by completing the registration process. |
| "Guest User" | A User who accesses and views content on the Platform without creating an account ("Guest Mode"). |
| "Premium User" | A Registered User designated by Justech as eligible to send public broadcast messages at a higher administrative level than their own Village Group (e.g. Gram Panchayat level, Subdistrict level, Area level, District or City Level, State Level), visible to all Village Groups within that level. This designation applies only to public broadcast messages and does not extend to private messaging or any other feature. |
| "Village Group" | A group of users on the Platform comprising all Registered Users who have selected the same village, locality, or gram panchayat as their active location. |
| "User Content" | Any content created, uploaded, posted, transmitted, broadcast, or shared by a User through the Platform, including but not limited to text messages, posts, announcements, images, audio files, video clips, documents and live video broadcasts. |
| "Community Guidelines" | Justech's rules governing acceptable conduct and content on the Platform, available at netoo.in/community-guidelines, as amended from time to time. |
| "IT Act" | The Information Technology Act, 2000, as amended. |
| "IT Rules 2021" | The Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021, as amended by the Amendment Rules of October 2022, April 2023, October 2025, and February 2026. |
The Platform is intended exclusively for individuals who are eighteen (18) years of age or older. By registering on the Platform and checking the age confirmation box during the registration process, you represent and warrant that:
If you are registering on behalf of an organisation, community group, or other entity, you further represent and warrant that you have the authority to bind that entity to these Terms, and that the entity agrees to be bound by these Terms.
To access interactive features of the Platform, you must create an account by providing a unique username and the other information requested during registration. You agree to provide accurate, complete, and current information and to update it as necessary to keep it accurate.
Your username is your unique identifier on the Platform and is visible to other members of your Village Group. You may not use a username that impersonates another person, is offensive, or violates any applicable law. Justech reserves the right to require you to change a username that violates these requirements.
You are solely responsible for maintaining the confidentiality of your account credentials and for all activities that occur under your account. You agree to notify Justech immediately at contactus@netoo.in if you become aware of any unauthorised use of your account. Justech is not liable for any loss or damage arising from your failure to maintain the security of your credentials.
A maximum of four (4) Registered User accounts may be created from a single device. This limit is enforced to prevent abuse and mass account creation. Attempts to circumvent this limit by any technical means are a violation of these Terms and may result in account termination.
Each Registered User may be a member of only one Village Group at a time. When you change your active location, you are immediately moved to the new Village Group and lose access to content from your previous Village Group. Content and messages from your previous Village Group do not transfer to your new group.
You may access and view community content, government information, and social feeds on the Platform without creating an account. Guest Mode does not require registration and is available to any person who selects a village or locality. Interactive features — including sending messages, posting announcements, initiating private conversations, and streaming live video — are not available in Guest Mode.
The mobile number you provide during registration is not verified by one-time password (OTP) or any other mechanism at this time. You are solely responsible for providing an accurate mobile number. An inaccurate number may prevent other community members from reaching you via the contacts directory.
Subject to these Terms, Justech grants you a limited, non-exclusive, non-transferable, revocable licence to access and use the Platform for its intended community communication purpose. The Platform currently provides the following features to Registered Users:
Content posted on the Platform is subject to automatic visibility expiry as described in Section 5.1 above and in our Privacy Policy. You acknowledge that content will cease to be visible to other Users after the applicable period and that you are responsible for saving any content you wish to retain before expiry.
The contacts directory feature facilitates direct telephonic calls using the mobile number stored in a User's profile. Calls are made through your device's native dialler and are not routed through the Platform. Justech is not a party to any telephone call made through this feature and accepts no liability for any communication made via direct dial.
Justech does not guarantee that the Platform will be available at all times or without interruption. We reserve the right to suspend, modify, or discontinue the Platform or any feature thereof, temporarily or permanently, with or without notice, for maintenance, upgrades, or any other reason.
You retain full ownership of all User Content that you create and post on the Platform. Nothing in these Terms transfers ownership of your User Content to Justech.
By posting, uploading, or sharing User Content on the Platform, you grant Justech a non-exclusive, royalty-free, worldwide licence to use, store, display, reproduce, distribute, and transmit your User Content solely for the purposes of:
This licence does not permit Justech to use your User Content for advertising, marketing, or commercial purposes beyond operating the Platform, without your explicit separate consent.
By posting User Content, you represent and warrant that:
User Content does not represent the views, opinions, or positions of Justech. We do not endorse, verify, or take responsibility for any User Content posted on the Platform. You access and rely on User Content at your own risk.
You acknowledge that User Content is subject to automatic visibility expiry as described in Section 5.1 and in our Privacy Policy. You may also delete your own content at any time before expiry. Deletion removes content from public view but does not necessarily result in immediate deletion from our servers, as described in our Privacy Policy.
You agree that you will not, and will not assist or encourage any other person to, use the Platform to:
This list is illustrative and not exhaustive. Justech reserves the right to determine, in its reasonable discretion, whether any conduct constitutes a violation of these Terms.
In addition to the prohibitions in Section 7, you agree to use the Platform in a manner that is respectful, constructive, and consistent with the purpose of community communication. You agree to:

Justech reserves the right — and in certain cases is legally obligated — to review, moderate, remove, or restrict access to any User Content or User account that, in our reasonable determination, violates these Terms, our Community Guidelines, or applicable Indian law. We may take any of the following actions:
Any User may report content or another User through the in-app reporting mechanism available on all content types and user profiles. Reports are reviewed by our moderation team and processed in accordance with the timelines set out in our Privacy Policy and the IT Rules 2021. See our Privacy Policy Section 19 for full details of the reporting and grievance process.
Justech will comply with lawful takedown orders issued by courts of competent jurisdiction and lawful directions from authorised government officers under the IT Act and IT Rules 2021, within the applicable statutory timeframes. Content involving non-consensual intimate imagery, impersonation, or unlawful synthetically generated content will be addressed on an expedited basis in accordance with the IT Rules 2021 as amended.
Justech acts as an intermediary under the IT Act and does not assume editorial responsibility for User Content. Moderation decisions are made on the basis of reported violations and reasonable review. Justech is not liable for any failure to detect or remove violating content, nor for any moderation decision made in good faith.
If you believe a moderation action taken against your content or account was made in error, you may dispute the decision by writing to our Grievance Officer as described in Section 19. We will review your appeal and communicate our decision within a reasonable timeframe.
The Platform — including its design, layout, code, graphics, logos, trademarks, and all content created by Justech — is the exclusive intellectual property of Justech Computing Private Limited or its licensors, and is protected under applicable Indian and international intellectual property law. Nothing in these Terms grants you any right, title, or interest in or to Justech's intellectual property, except the limited licence to use the Platform as described in Section 5.
The name "Netoo", the Netoo logo, and all associated branding are trademarks of Justech Computing Private Limited. You may not use these marks in any manner without Justech's prior written consent, including in connection with any product, service, or content that is not operated by Justech.
If you provide Justech with any feedback, suggestions, or ideas regarding the Platform ("Feedback"), you grant Justech an irrevocable, perpetual, royalty-free licence to use such Feedback for any purpose, including improving the Platform, without any obligation to compensate you or keep such Feedback confidential.
If you believe that any content on the Platform infringes your copyright or other intellectual property rights, please write to our Grievance Officer at the contact details in Section 19 with: (a) a description of the work you claim has been infringed; (b) the location of the infringing content on the Platform; (c) your contact details; and (d) a statement that you have a good-faith belief that the use is not authorised. We will investigate and take appropriate action in accordance with applicable law.
The Platform displays content sourced from third parties, including:
Justech does not claim ownership of third-party content and makes no representations or warranties regarding its accuracy, completeness, or timeliness. Third-party content is provided for informational purposes only. Justech is not responsible for the content, products, or services offered by third parties, and your interaction with third-party content is governed by the terms and policies of the originating platform or source.
The Platform may contain links to external websites or resources. Justech does not endorse and is not responsible for the content, accuracy, or practices of any linked external site. Accessing linked sites is at your own risk.
Your use of the Platform is also governed by our Privacy Policy, which is incorporated into these Terms by reference. The Privacy Policy explains how we collect, use, store, and protect your personal information. By agreeing to these Terms, you also agree to the Privacy Policy.
You acknowledge that certain profile information — including your name, username, designation, and mobile number — will be visible to other members of your Village Group as part of the contacts directory and community interaction features. By registering and selecting a Village Group, you consent to this visibility.
To the maximum extent permitted by applicable Indian law, the Platform is provided on an "as is" and "as available" basis, without any warranties of any kind, either express or implied, including but not limited to:
Justech does not warrant that the Platform will meet your specific requirements or that any errors will be corrected. Your use of the Platform is entirely at your own risk.
To the maximum extent permitted by applicable Indian law, Justech, its directors, officers, employees, agents, and affiliates shall not be liable for any:
Where liability cannot be excluded by applicable law, Justech's total aggregate liability to you for all claims arising from or relating to these Terms or your use of the Platform shall not exceed the amount, if any, paid by you to Justech in the twelve (12) months preceding the claim. As the Platform is currently free of charge, this amount shall be zero.
Nothing in these Terms limits Justech's liability for fraud, death or personal injury caused by our negligence, or any other liability that cannot be excluded under applicable Indian law.
You agree to indemnify, defend, and hold harmless Justech Computing Private Limited, its directors, officers, employees, agents, and affiliates from and against any and all claims, liabilities, damages, losses, costs, and expenses (including reasonable legal fees) arising out of or relating to:
Justech reserves the right to assume exclusive control of the defence of any matter subject to indemnification by you, at your expense. You agree to cooperate with Justech's defence of any such claim.
You may stop using the Platform at any time. To request deletion of your account and associated data, please write to us at contactus@netoo.in with the subject line "Account Deletion Request". We will process your request within a reasonable timeframe, subject to our data retention obligations under applicable law.
Justech may suspend or permanently terminate your access to the Platform, with or without notice, if:
Upon termination of your account for any reason:
Justech may revise these Terms at any time to reflect changes in our services, applicable law, or for other operational reasons. When we make material changes, we will:
Where a change materially and adversely affects your rights, we will seek your explicit consent before applying the change to your continued use of the Platform. Your continued use of the Platform following the effective date of any revised Terms, where no explicit consent is required, constitutes your acceptance of the changes.
We encourage you to review these Terms periodically. The current version is always available at netoo.in/terms.
These Terms shall be governed by and construed in accordance with the laws of the Republic of India, without regard to its conflict of law principles.
Any dispute, controversy, or claim arising out of or in connection with these Terms or the Platform — including any question regarding the existence, validity, or termination of these Terms — shall first be attempted to be resolved through good-faith negotiation between the parties. If the dispute cannot be resolved through negotiation within thirty (30) days of written notice, it shall be subject to the exclusive jurisdiction of the courts of competent jurisdiction located in Mumbai, Maharashtra, India.
Nothing in this section limits Justech's right to seek injunctive or other equitable relief from any court of competent jurisdiction to protect its intellectual property rights or to prevent irreparable harm.
In accordance with Rule 3(2) of the IT Rules 2021, Justech has designated a Grievance Officer to receive and resolve complaints from Users regarding the Platform, these Terms, or our Community Guidelines.

If any provision of these Terms is held to be invalid or unenforceable under applicable law, the remaining provisions shall continue in full force and effect. These Terms, together with our Privacy Policy and Community Guidelines, constitute the entire agreement between you and Justech with respect to your use of the Platform and supersede all prior agreements, understandings, and representations.
